How do I escalate an issue with a "reservation"

I have talked to Marriott customer service 2x and just sent an email to customer care.  I'm not feeling very optimistic that I will get a resolution.

 

Summary:

Needed hotel in Milan, Italy for my family

Called Italian Marriott #, got an American

Agent booked what I assumed was the Melpensa Sheraton Milan Italy, got confirmation #

Arrived with my family at Milan Sheraton... NO RECORD in any system was found.

Stayed in the Sheraton location in Italy.

Flew home the following day to find a charge at a Courtyard Marriott in MARYLAND!!!!! 

Local Hotel has declined request for refund twice.

Would like to escalate this higher!
