How to escalate a hotel stay complaint/issue up to corporate?

I had a serious issue with my recent hotel stay on 5/11.

I checked in at 1 am and the hotel was not able to give me my room.

I was not transferred to another hotel.

From 1 am to 5 am, me and my wife were sleeping on the couch in the hotel lobby, and we actually got sick from it cause it was too cold.

4 hours later at 5 am, the front desk agent personally goes clean one of the dirty room and gave me the room while he was in the room cleaning.

However, the room was still very dirty, which was unacceptable.

 

Hotel end up didn't charge for my dirty room that I got 4 hours after I checked in when I checked out.

Hotel still end up trying to charge my credit card later that day.

The only compensation for the whole incident was 5,000 point.
