I booked a category 9 hotel in London in late August and they've already took 180.000 points, will they charge additional 60.000 points on checkout?

No. Any reservation you make today for a set amount of points will not require additional points after Aug 1. Just like the annual category change. We could always reserve up to the date the categories actually changed. You will have no problem. But, any changes to your reservation after Aug 1 will be subject to the new category/points requirements.
No, the points are already converted into a CAT9 certificate. And the reservation is already made, so it would be weird that Marriott would change the agreement.
If they do change anything, it might be an IT glitch, so prepare your diplomatic approaches.
YES, if you make any changes to the reservation AT ALL after 1 August. NO, if you leave the reservation alone and make the stay. Make sure you have the stay, room type, number of guests, etc, the way you want it by July 31, 2018!
