Has anyone really looked at the POINTSAVERS Chart?

I look at the Standard, Peak and Off Peak as an indication of how busy a hotel is at certain times of the year.  Say around Christmas or another big holiday specific to certain geographical regions.

Christmas = Peak in the Caribbean for example.  Most prices are at the highest levels of the year.  Usually about double or more depending on the Resort.

The chart shows we can get POINTSAVERS on Peak, Standard and Off Peak. Does anyone know how I can book a POINTSAVER in the Caribbean at Christmas?   Is that really going to be possible unless they publish a POINTSAVER on December 20th when they see the hotel is half full.

Maybe I don't see it so hoping someone can explain how this will work.
