Unfortunately, Marriott can't really do anything as they just doll out the points when engage tells them to.
Poor service, and failure to award points when they are due, reflects badly on Marriott when the scheme is marketed as a Marriott one.
I'd be amazed if the contract between Marriott and Engage People doesn't allow Marriott to take action when Engage People is providing a poor service.
This happens with all 3rd party relationships. You see it with other shopping portals (united uses cartera). You see it with regional carriers (aka united express, delta connection) in airlines.
There's always risk for bad PR for the brand but I think they weighed those decisions before proceeding with the relationship.
