Policy change for points redemption?

When did Marriott start to limit # of rooms available for points redemption?  I tried to book this hotel in China and cash rate is available but when I tried to book using points, I got this "Unfortunately, no points redemption rooms are available for the dates you selected."  Talked to the Elite Service Line and they transferred me to Marriott Customer Service, which then transferred me again to Marriott Rewards.  I am still on hold after 15 min!  Very frustrating...  Can someone tell me if this is a new Marriott policy as I have never had this issue before.
