motorcycle parking

Re: Marriott Sugar Land Town Center.  There is often  a red motorcycle parked to the left of the front door by the valet - it is has been there for a fairly long period of time and is likely a hotel employee or one of the valets,  The motorcycle has plates expired 5 years ago as well as that the plates belong to another model of motorcycle.  Often times, when plates do not match, the plates are used to mask a stolen vehicle.  Everyone that drives a vehicle on Texas road expected to have legitimate registration and be current.  Sugar Land Police will not touch the subject as long as the motorcycle remains on private property.   Does the Marriott chain have ethics policies that cover such an issue?  it is after all, Marriott property.
