Well, I can vouch for at least 2 properties in the U.K,
Peterborough and Leeds. I've requested this using the app at both hotels.
At Peterborough on a longish stay last year, the rule was a maximum of 3 days without housekeeping. Each day equated to 500 points.
Yes, the program is still active, but not at all hotels. This page explains how the program works. There is also a link on that page for a list of participating hotels. However, the list is old (November 2016) and only includes hotels in the US and Canada. Depending on the brand, you get either 500 or 250 points per day for up to three consecutive days. (See Crazy Marriott Logic if you would like to become slightly confused about three-day rule.)
Probably the best thing to do is ask at the front desk when you check in...

You can earn 500 points at participating Marriott and Renaissance Hotels in the U.S., Europe and Canada and 250 points at participating Courtyard / Fairfield Inn and SpringHill Suites in the U.S. and Canada.
You must be staying at least 2 nights to qualify for the points. You can earn points for a stay longer then 3 days. However, the room is required to be cleaned every 4 days, so you will not be able to earn points for the 4th day. You can earn up to a maximum of 5,000 points per stay.
If the hotel participates in this offer you can opt-in at the front desk upon check in. If the hotel participates there will also be a door hanger you can place on you door.
The list on the website is the most up to date regarding this offer. If you would like to confirm that a specific property participates in the option it is probably best to contact the hotel directly before booking travel.
