Upgrades—please be upfront

Just experienced my second time in two different properties where I asked if an upgrade was available, was told the property was ”fully sold out,” only to then check App and find availability of upgraded rooms for the night.  On both occasions I did noble checkin and suspect the agent just didn’t want to make a change.  Regardless, the experiences leave me feeling misled at best—not good.  I find that I am always upgraded at Starwood but almost never at Marriott.  Hope the feedback helps.
